There is a lot of politics now around immigration. On one hand they are saying that there is a strong public backup for immigration however they are still stopping one of their biggest immigration programs which is Express Entry FSW.

There is something into it. After they have said it that they will process TR&PR path till end of December 2022, does this put a lot more pressure on IRRC to process new FSW application and the backlog of FSW? Are they actually processed in Canada or in a country of residence of a particular applicant?
Eligibility is processed in Canada and then the file is transferred to the country of residence for background check. Atleast that is what happened with mine.

As I explained a few posts back, inviting and processing outland FSWs had been a risk for IRCC because those apps don't get finalized before 8-9 months at the earliest. Imagine inviting FSWs from Jan to June 2021. This would mean, at best, IRCC would have finalized the apps from Jan to March before 2021 had ended and miss 2021 target by a large margin. See I'm not even talking about CoPR and travel restrictions because it was never really relevant. So what IRCC did was invite and prioritize CEC because they had the ability to finalize those apps within 6 months so almost "all" CEC ITAs turned into 2021 PRs which helped this year's target.

But now it's different close to the end of the year. CEC won't be fast enough after September, most CEC apps cannot be finalized in less than 3 months so IRCCs only option (especially when there's exemptions for CoPRs now) is to quickly finalize "near-the-end" FSW apps from 2020 and 2021, which are either all passed, or all passed except security, and let them come to Canada before the year ends. This is the only way they can meet 2021 target. Also, FSW will have to continue after September because why invite low CRS CECs if you know you can't finalize their apps before 2021 ends? IRCC will go back to FSW soon to prepare for 2022 target while maintaining a high CRS cutoff.
I agree with that. I mean for CEC they already went to a record low scores. Currently we have over 15k of people in the pool with the scores 470+. As you said it processing times for new applicants are varies for anything between 6 to 12 months depending on the case etc. I have met a lot of guys that their applications have been processed in 6 months before pandemic started. I think there will be draws from August. Also we should add 2 months (60 days) to deliver all of the documents required for your application, until then there is nothing happening with your application. So we say they will start doing draws from August, something will start happening on the applications from either September or October.

Most of the Canadian provinces like Ontario, Manitoba, BC, Saskatchewan are started issuing record braking ITA in full fledge but as you said still stopping biggest immigration programs i.e Express Entry FSW Draw, we don't understand why...No Idea...Nobody knows...only speculation...Aug-Sept-Oct-Nov...Hope IRCC has not forget about this FSW Stream otherwise we are in limbo...Hahahah

I'm from Hong Kong, have been waiting since I got my AOR in October last year lol
HK here too. AOR March 2020, no news since request for police certificate. I thought they would extend our medical, so they ask you to re do medical exam?

This is the thing. I understand why they were inviting CEC for the entire year because of the border closure they could not get anyone in the mean time, however now it does not make any more sense to stop having the draws. All new ITAs in FSW will be for the next year quota. Unless something crazy will start happening and somehow they will do 3 separate draws for PNP, CEC and FSW, but this would add crazy amount of applications that will have to be processes and probably would overhelm their offices.

So they might continue to invite CEC&PNP in August because they could probably finalize a good portion of those apps before 2021 ends. But September and onwards looks different. The last two CEC draws were 4500 instead of 6000, if we don't see a complementary 1500 CEC today it may mean IRCC has started to pull the brake on CEC, which is probably to get ready for FSW in September. I think their rule when sending ITAs in 2021 is this and it's kinda simple: Would this ITA/AOR turn into PPR before 2021 ends?

After September, the answer is no for everyone (CEC FSW PNP all), so all program draws would probably be back.

They also were well short of meeting last year’s target; so they’ll definitely not only look towards meeting this year’s quota but also exceed it by a margin.

It seems IRCC kept FSW on hold as an insurance/backup plan to meet the yearly target. This is understandable but what’s not cool is keeping these people in the dark with absolutely no information
