Not sure if PNP applicant processing times for PR are different from those of non PNP applicants.

PNP takes longer then FSW.
But since there hasn't been any FSW draws this year, PNP is feasible option.
You do not need a PCR while submitting it for PNP stage. PCR is needed after getting the ITA

I am having difficulties to obtain PCC in another country that I lived for 3 years, can I ask for extension of time from OINP to provide it?

OINP doesn't require PCR

It case to case basis. Usually it takes around 4 months. Most of the documentations are similar other than PCC and medical fitness
