I have got an offer letter from a college in canada. My duolingo test score is 135 . Will i get canada student visa if I applied under non sds category

No one can tell you. Language is just one factor and IRCC doesn’t consider duolingo only some colleges. You need to show education and career progression. You need to show that you have strong career opportunities in your home country. You want to show you can afford to study in Canada.

If you are applying under non-SDS category then there is NO REQUIREMENT to show language test results for the purpose of attaining a study permit. If the educational institution has accepted your language test results then you're good to go.

I have completed my bachelors degree in airlines, tourism and hospitality with 7.46 cgpa and I am going to study pgdiploma in hospitality management

Language being one factor or one big factor?
Depends if your scores are low that is a big factor. But if you have high IELTs scores but no funds or can’t show you will return home after your studies, then language is not as big of a factor. There are no rankings.

Having a low IELTS is big factor but high is not? someone said to me that if they didn't mention language proficiency in the GCMS notes then don't need to worry about IELTS.

I applied from India and I did not require a language test for my non-SDS application; in fact, I have never taken an English-language test
