I have a TR visa application pending, can anyone suggest when is a good time to withdraw the application? Also if I do withdraw, will I get any refund? If anyone is in same boat...could you point me to a link if something like this has already been discussed?

Until you actually have the COPR document in hand, you are not a Permanent Resident. I assume you applied for the TR visa cos your current status is coming to an end soon. So do not withdraw the application. There are a few scenarios:
  • You get "landed" and receive your COPR prior to the TRV application being assessed. In that case, the TRV application will be cancelled (as PR status supercedes all other temporary visas) and you'll get a refund.
  • Alternatively you can withdraw your TRV application. You may get some of the fees back if they haven't started processing it yet. Details here.
  • Alternatively (x2) they process your TRV application and approve it prior to you receiving your COPR. In which case, you'll retain temporary resident status for the period in between that approval and when you receive your COPR. And you won't get any fees back. It sucks, but it could happen.

Thank you so much for the details. This clears my doubt.

When issuing a COPR, do they ask outlands to send their passports to stamp a visa for traveling to Canada? Or do we need to apply for TRV just for the sake of landing in Canada and getting PR?

P.S I know that they are not issuing COPRs at the moment, I'm just curious to know how the process is for outlands.

They ask you to send passports for stamping visa. You don’t need to apply for TRV.
