tried calling 10 times now, they keep telling that they are unable to transfer the call to the agent and then the call gets disconnected.

Yup, I've seen people say this a lot. Looks like the best time to call is early in the morning (8 AM local time).

My BG check was complete on March 17th. However my partners BG check is still in progress. Is it normal that the BG isn't complete yet although we applied together (same file)?

Yes. BG checks (Criminality and Security) are done for all adults in the application. Depending on the case, the processing times might be different.

If your BG checks are still in progress, it means either your security clearance or criminality clearance is pending (most likely, it is the latter). Unfortunately, you might be requested for fingerprints if the delay is because of criminality clearance.

I was on the New Application Status site and happened to click on the Find out what your status means link. Not much could be done on the page I was directed to, as there is no option for Citizenship Grant in the dropdown.

However, there was a message on the page inviting applicants to "Help us improve our service!". The question asked is "Do you have 30 to 60 minutes in the coming weeks to help us improve a new tool?"

If you choose yes, it ask a whole series of Yes/No questions (see below). Answering yes leads to the message below.

I have sent them an email. I think it's wort 30-60 minutes of my time if it means IRCC improves their service and my application speeds up.

Did you hear back anything about this? I've now provided them with a timeline for the entire day on weekdays. I did NOT get a response earlier where the timelines I mentioned were more restricted.

It's definitely criminality and finger print request would be sent. I have now seen the CSIS screening report and can confirm from my understanding that it's a fairly quick process if your file is clean and not complicated. CSIS processes routine citizenship screening requests at P2 priority which I understand is completed within 3 business days. On my paper application which is now withdrawn, CSIS responded within 1 day with the complete assessment to CIC. But obviously CIC didn't take any action until about a month from there(Action was simply updating Security as complete on GCMS).
Out of all the federal agencies I have dealt with here during the citizenship struggle, CSIS seems to be the most competent agency while obviously CIC tops the list for lazy paper pushers who are probably still enjoying their covid vacation.
