My wife's file was transferred from Sydney to London visa office end of March, then to Kiev end of April.

London has been transferring files to other offices recently, seemingly to manage workload, so can't know for certain,but the interview is a possibility.

That said, would strongly suggest @Alwx order gcms notes.

We received a letter for pre arrival services last week. Can they request interview after pre arrival letter ?

They can although not common. As I said, they are moving files out of London to manage workload. Pre-arrival services is a positive sign.

Still, order your gcms notes in case.

I had a question, if a ukraine pr holder doesn't have a ukraine passport, can they still apply for visitor visa and stay in Canada? Also can they Pply for inland application for spousal application?

You need some kind of passport.
