Because if she lives in Ukraine, there is no other reason for transfer to country of residence, only for In Person interview

London has been transferring files to other offices recently, seemingly to manage workload, so can't know for certain,but the interview is a possibility.

They can although not common. As I said, they are moving files out of London to manage workload. Pre-arrival services is a positive sign.
