Spousal visitor visa to PR(From India)

Hello, I am planning to get married in Nov,2021. I have PR status in Canada. My fiancée is in India and I am hoping to bring her to Canada as well as possible. What is the best way to make sure that she gets her visitor visa? I have 2 plans in mind.
1) Applying for visitor visa and PR together. Are there any risk of doing this? Because I read some article that there are some chances of getting refused. VO might think that she will not return after 6 months. After she is in Canada, I will apply for her WP.
2) Apply for Visitor visa only. Once she is in Canada, then apply for PR and WP.
Please help me with this. I am planning this ahead to make sure I have enough information before we get married.

I warn that with covid you can apply but it might not move at all.

Until you're married, your fiancée will not qualify for the immediate family exemption.

If you have not been in an exclusive relationship for more than a year and have physically met (and they may require more evidence of the relationship), she will not qualify for the extended family exemption. (I.e. some in arranged marriages might not meet those tests).

And as far as I can tell, they are not processing many TRVs otherwise. Plus the India flight ban right now.

By all means, try if you can meet those tests - but it may simply take longer or be refused. Or apply for TRV after marriage. Even after marriage, there is a relatively high rate of refusal.

I should warn, I'm not following TRVs very closely - it seems they're not processing many (if any) 'tourism' visas and the like, mostly prioritizing 'essential.'

Check the travel exemptions, immediate family does classify as essential, not certain about extended family - if you meet those requirements.

And again, do apply (can't hurt), but don't want to get your hopes up since you're not yet married.

For option 1) , I think you mean that you return to Canada first and apply to sponsor her outland and she will submit a TRV in India a the same time?! There is no WP option for outland sponsorship. And if she applies for TRV after she got married, she likely will have stronger family ties to Canada vs her home country.

For option 2), it's better apply TRV before she got married, again she may or may not get approval. If she get approved, then you and her can travel together to Canada and apply sponsorship inland which an OWP application can be included. If her TRV got refused, then you need to go back to option 1) and you will need to stay apart during most part of the application. (apply outland with no OWP)

I am hoping by closer to Nov, the non-essential TRV process will resume and travel ban will be lift.
