Eligibility not started is impossible. It must be at least recommended pass. I haven’t heard any case where it’s been more than 6 months and still eligibility is not yet started. Your situation is unique.

Hopefully you will get your PR soon. I received an email yesterday for my webform that my application is in progress. And received PR today. So don’t worry they are just not releasing any information before decision.
