I don't know whether this will help or not. But, I found this another way of submitting biometrics in Abu Dabhi instead of Dubai and not requiring us to quarantine for 14 days (A little expensive compared to Dubai tho). It goes as follows:-
Dubai to Abu Dhabi is just 1.5 hours drive . After entering dubai, wait for the Covid test taken during immigration to come negative (24 hours/ safer side 48 hours), have to be in quarantine until you get -ve Covid Test report, take another COVID 19 test in dubai and then travel to Abu Dhabi within 48 hours of the Covid test result.
Give biometrics and then come back.

For travellers who spent less than 14 days in other emirates before arriving in Abu Dhabi
If you are arriving in Abu Dhabi after spending less than 14 days in other emirate, you must:
- get a PCR test done at Abu Dhabi’s entry point
- register in the quarantine system and receive an electronic band
- self-quarantine for the remaining period of 14 days, after deducting the days you spent in the other emirate
- get a second PCR done test on the 12th day of arrival.
So, I would never risk it and would never recommend this to anyone just for giving biometrics. It is not worth it.
