I just called emirates and they confirmed , If I have a valid USA visa, I can enter and get visa on arrival.

You need to book your appointment through vfs global Dubai website. You dont need to approach anyone else for that.

so you land, they will do a test, you’ll have to quaratine till you get your covid result. So keep a buffer or 2 days atleast. Once you give biometrics, you will have to give do a covid test again before flying back to India. Make sure you register it. Ask a travel agent - they will hell

I get this "No slots are currently available for 1 applicants." when I try to book an appointment online at Dubai VFS. Does anyone else experiencing the same problem?

I don't know whether this will help or not. But, I found this another way of submitting biometrics in Abu Dabhi instead of Dubai and not requiring us to quarantine for 14 days (A little expensive compared to Dubai tho). It goes as follows:-

Dubai to Abu Dhabi is just 1.5 hours drive . After entering dubai, wait for the Covid test taken during immigration to come negative (24 hours/ safer side 48 hours), have to be in quarantine until you get -ve Covid Test report, take another COVID 19 test in dubai and then travel to Abu Dhabi within 48 hours of the Covid test result.
Give biometrics and then come back.
