I've lived in dubai and got PCC the next day, if you have your emirates ID number with you, even though an expired one you can apply it from Dubai police's website. If you apply on a working day, you'll most likely get it the next day.
That's the thing! I left Dubai in 2012, before Emirates ID was fully rolled out. I have to apply with my residence visa.

I hope they don't make upfront medical/PCC mandatory for submitting the application. And it would be weird if they ask so, as they have made a lot of exceptions for this stream, like accepting IELTS/CELPIP web result, low CLB, even accept PGWP application w/o Grad Letter.

i took my IELTS exams in April, but my paper-based result was sent to a wrong address. i was wondering whether i can upload the screenshot of my exam result. Or is there other way i can do with this situation?

Request IDP to reissue another copy

I submitted a PCC when I got my study permit and since then, I haven't lived outside of Canada for 6 months in a row. They've never asked for it again and they mention how if you've not lived there or currently live there then it's okay if it's expired (but may ask for it). Can they not access it from your files?

I booked a fingerprint appointment as soon as I found out about this program but I have to get the prints, have them notarized, have them legalized by the ministry of foreign affairs, then have that legalized by the UAE embassy in Toronto, and then mail it to Dubai police. My fingerprint appointment is on May 13th and most of the process after that is by mail. Easily between a month to two months.

If they ask, I want to submit a LOE but it's kind of stressing me out. It's the only document I don't have.

It's a pretty ruthless program, if you think about it. You either have everything lined up or you don't get it. It's essentially designed to get 90'000 applications they can process before the year ends to meet targets.
Your PCC only valid if it covers 6 months more after your last presence in that country. it is very clear that you applied inland and your PCC doesn't even cover the day you heading to Canada.

PCC is valid indifinately if you haven't been back to the country PCC was issues from

I have another concern about the criminal certificate. i have submitted the application to FBI, but i cannot get the result by 6th may. i was wondering whether there is some other way that i can remedy this.

I think this is a little different where it's more that you can't get PCC in due time rather than you can't get PCC at all. I wonder if that would be a reasonable excuse for IRCC?
Yes I agree with you , without releasing guidelines and requuesting documents how the IRCC can say in last minutes you need to provide PCC otherwise you are not eligible to apply ? Especially in this Covid situation , and same thing for upfront medical as IRCC website mentioned that some panel doctor offices closed due to covid , so how people expecting they will ask the medical upfront . As IRCC know already what kind of situation going on in most provinces like ontario where stay at home order implemented and provinces do want to see crowd Outside .
