Scotia said the same thing. I have two bank accounts and neither of them working on this f portal!

The flow is like 300 submitted applications per hour. If it stays consistent, it should close in 4 days (assuming people will submit throughout 24 hours of the day)

I called TD and the representative didn't even bother to look into the issue once he realized I'm making the payment for my PR application. They assume it's the CIC issue, not the bank.

I will probably try after 12 AM. I'm in the essential worker stream so no rush for now!

I get the same error with TD visa debit. It must have to do with the system.
