Student Visa got rejected twice

Hello everyone,
I am 36yrs old and I completed my graduation in the year 2009.I applied for my PR(express entry) in the year 2019 and I was told by my agent that my scores are too low hence I was still in the pool. Post this,I didn't keep in touch with the agent as I realised that I am not keen to shift to Canada permanently anyway and it's just that I wanted to have an international degree for myself so that I can get better opportunities in my home country, India. Hence some months back I applied for admission in a college in Canada and to my surprise I got it in the first attempt.Post that, I paid my 1yr fees ie CA$16,000 and GIC of CA $10,000.After paying all the necessary fees and showing property and funds of around CA$ 28,5800, to my shock they rejected my permit stating that they weren't satisfied that they will leave Canada after my stay.I reapplied with all the necessary documents showing that I have my family and properties here,they still rejected stating the same reason.I am shattered now because studying in Canada was my dream.I don't know whether I should reapply or just let go of my dream.
Hence, I am here to seek advice from you all.Hope someone can be generous enough and guide me on what I should do.Thanks in advance.God bless!

Sorry about your refusal.
You haven't told us much about yourself and academic history. Post your academic qualifications and work history.

Generally speaking, opting for a college (diploma? certificate?) course as a mature student doesn't bode well. Pursuing a program that doesn't show clear academic/career progression could also lead to a rejection.

Did you order GCMS notes for your refusal reasons. What were your refusal reasons. Assume you applied for a PG diploma and have a degree and couldn’t convince the officer that it helps your career in your home country.

Because you probably applied to a degree mill, your admission get accepted almost instantly because they want your money lol.

What is your degree in. Global Management programs can be taken anywhere. You don’t need to come to Canada to take a PG. How does it help your career back home.

I guess for anyone to shed light on your case you need to provide what you have studied, your career path and how did you present your case with regards to the chosen course and its direct benefit in your home country. There needs to be a correlation between these things.

Age - 36 years
BSc Geology (2006)
Masters in Mgmt studies 2010 (Marketing)
Work experience - 11 years - financial services.
Admit - MBA at Saint Mary's University - Sobey school of business.
IELTS - 8.5
GMAT - 600

I am a bit worried they may reject based on pursuing a second MBA
What is the difference between master in management and MBA. Seems like the programs are the same. At least you picked a public university.

my choice of doing a second MBA is to focus on subjects I had not specialized in my first MBA which was into Marketing.
I want to focus on core subjects of Finance as well as gain international experience and network. I have experience in the general insurance (financial services) industry. I have mentioned these aspects in my SOP.

Do I have a strong case?
It is a second MBA which may make no sense to a VO. You can do an MBA online or in your home country if you want to focus on finance and insurance since it is country specific.

Are there rejections even though you have received an admit from a public university?
Yes, of course. One person on on here who got a study permit refusal after being accepted at Ivey (one of the best and most expensive) and he paid all his fees and had phenomenal work experience. He also had a masters already.
