Yes, first - sleep. Read that other thread that scylla linked to. Get organized first and think about what you have already and what you can pull together. I repeat - my personal view is that you do not need to get on a plane to Canada immediately. (You can certainly write in explanation that in covid you do not wish to travel unnecessarily nor leave without your wife; it's also fine to say that some things you do not have timing on because of the long processing of your app).

These are only my thoughts.

1) Read. Read the other threads. Make notes and get ideas from others as to what they have provided and what you can provide. Post less, read, think a bit.

2) Go over what you submitted already. Look at it with a critical eye. Read the email from them again. Go over what you submitted again. (Any movement or change on any of those things?) What can you provide again to re-emphasize?

3) Write, start to write, explanation. Bullet points. Key points you will make. NOT long explanations. Bullet points. Go over and modify this. Remove things frequently that are not factual. Not much emotion - facts.

Some rough ideas about how to structure, roughly grouped - to answer the questions of intent and how you will live. I mean structure primarily in linking the points you are making to evidence and documents you can provide. They are better at reading lists with supporting documents than long explanations.

-Where will you live? (Supporting evidence - residing with a relative first is fine if that is the plan, or discussions with realtors, etc).

-How will you support yourselves? (Savings, employment, studies, contacts with employers, etc). What will your wife do?

-Cutting ties with current residence: plans to move. Quitting employment, plans to quit employment, supporting letters, etc.

-Intent: supporting letters from family/friends about your discussions with them. Other evidence?

-Logistical planning: bank accounts. Travel plans. Contacts with movers. Etc.

These are only my thoughts. Group your evidence and support. Start with what you have already. Identify things you can obtain and show relatively quickly.

Once you've started to pull this together, again, look at it with a critical eye - what is missing? What holes can be filled? What evidence do you have that is non-factual and can be removed (this does NOT need to be a novel). If there are parts that are missing that you can explain, SHORT brief notes on this (i.e. covid difficulties and do not wish to do excessive travel).


As far as the background (from govt perspective) - you've received some hints from the request (you've spent very little time in Canada). They do not want people to use PR status as a way to have a 'backup residence permission' while continuing to live abroad. That doesn't mean this is an inquisition. You're being given an opportunity to demonstrate your good faith intentions together with your spouse to move permanently to Canada.

That is a pretty straightforward list. And a decent guideline to how to structure your response (different from how I approached above).

I would personally not interpret this as that you MUST do each of these things but those will strengthen. Just explain the things where it is a bit different (i.e. if you both have jobs that you can leave with two weeks notice). Or if one of you can do and the other remain employed (savings are good).

You might want to submit a sworn affidavit of your plan/intent as well if you have not done so. Hopefully, the more you provide the more it helps. All the best!

I think OP needs to know how much proof he originally submitted and see if he can provide a lot more proof at this point for his intend to return.

If he already provided a lot of proof and VO is still not satisfied, then moving back would be a very solid proof. The risk is being seperated from his wife for an unknown period of time.

If he didn't provide much proof before, he may just need to add what's mentioned in the email/letter.

I think the proof required by each VO is different depending on how many cases they have encountered that didn't really move back after the spousal sponsorship had been approved. Some need less some need more.

What is the perceived benefit of executing a 'sworn affidavit'?

Writing something and signing it in most contexts is about the same.

But if you want to complicate things and pay money to lawyers for no obvious purpose, by all means.

The letter came to gckeys. It said Information required.

First had my wifes name
Asking for marriage license. I had submitted marriage registration. I have the marriage license here.
Next under my name they asked for my passport last five year of all pages. I had said in our application I had not been home in five years and I havent. So I will show that. The last part was my wife and I have to show CUTTING OF TIES WITH CHINA, SHOW FUNDS TRANSFERRED, SHOW JOBS RESIGNED FROM, SHOW RENTAL OR THAT WE HAVE LOOKED AT RENTING OR BUYING, SHOW INTENT TO LEAVE. Thos three things were what they asked for. My opinion the INTENT TO IMMIGRATE is the serious part. I think they believe we our relationship is genuine. Im lost at do I leave or stay.
Give them exactly what they want. You have 30 days and the first part is not difficult.

-The red booklets ( marriage certificate ) that each of you should have with your photo's together inside.
Since the letter from HK IRCC is specific for each of you, your wife will need to provide a notarized and translated copy of "her" official certificate.
You may have done this previously ( IMM5533 part B ) and now you will do it again.

-HK IRCC request copy's of your passport to see where you have been. That's easy.
Make sure you provide good clear copy's!

-The last part regarding cutting of ties with china is important. Read it carefully and you will both need to show what you have done to prepare
yourselves to immigrate. Can't help you with that but I'm sure you have some good ideas from the other posts.

I would suggest staying together with your wife and focus on this part. You don't want to be travelling here now and getting caught up
with all the quarantine BS !

Mountain man thanks so much. So these red booklets is what they want, correct? I just notarize and translate? My mom is getting a one year apartment in our name as we speak. Next is it ok if I transfer most of our savings to my moms account and show that bank transfer. And explain once we get there will open joint account? Next my wife will write a resignation letter today dated for March 10 last day is this ok. I also will resign from my job on March 17th with a letter to employer? I will show emails to pet companies as well. Only issue when I resign my visa will be camcelled 30 days after. Opinions welcomed greatly

I would not do this on the expectation that your PR process will be complete within that period.

I do not think it's necessary to do this if you explain well; and "I can't resign without losing my visa status and remaining with my spouse until ready" is a good explanation.
