Either ways deferring a semester is allowed by IRCC so I see no problem here you are just exaggerating his PR should be processed by the time that semester ends
That person was approved for a SP in September.
One of the conditions to have a SP is having enough funds. The person quoted "defer admission since I do not have funds for my second semester fees?"

When people apply for any application everything is stored in database and cross checked in BG checks in PR stage.

Also if the person isn't studying then they're violating the conditions.

As a study permit holder, you must:

  • be enrolled at a designated learning institution (DLI)
  • show you’re actively pursuing your studies by:
    • being enrolled full-time or part-time during each academic semester (excluding regularly scheduled breaks)
    • making progress towards completing your program’s courses, and

Another quote from IRCC:

What happens if you don’t meet your study permit conditions
If we find you haven’t met your study permit conditions, we may ask you to leave Canada. You might also have to wait 6 months before you can apply for a new study permit (or for a visitor visa or work permit in Canada).

Not following your study permit conditions, or working or studying in a way we haven’t authorized, could also negatively affect any future applications you submit.

Guys, My AOR is on 24 June 2020. I called IRCC on Dec 22nd and waited for 1 hr and finally connected with an agent. To my surprise, the agent told me my application is approved and copr will be sent either in few days or a few weeks but no update on my ircc account. It says, still in progress and no copr received as well. I'm kind of stressing and don't know what to do. It's been 6 days but no copr received. Anyone in the same limbo as me.
I have the same AOR. Unfortunately i cannot call IRCC because i am outside Canada. Still no clue about CoPR.

Happy New Year to everyone! @legalfalcon - I need your advice please. As per the GCMS notes received in December, my application was approved in October. When I called the agent in November, she mentioned everything was passed and to wait for an email. Another agent in December said everything was passed and to wait for the email. He also mentioned that the Nova Scotia office is severely backlogged which is the reason I haven’t received the email yet. 6 months are up and I’m not sure what to do. Is this normal, for a case to be approved for over 2 months and not get the email? Aside from contacting the local MP, is there something you recommend? Also, please share some information on how to get in touch with the MP (British Columbia) and what information to request. Thank you for your help - I appreciate it!

@wp2020 Perplexed to see such a delay. I hope you are getting it soon :)
Do you mind to share if there is any information mentioned in the Finalized section of your recent GCMS notes i.e.
Any document issuance,
COPR number e.g. Txxxxx
or any outgoing communication to your local IRCC office.

Just called IRCC and their response "Decision made but not transmitted to the client" Also I asked them on Medical expiry and the agent confirmed it's valid until July 2021.
I think my application is approved but haven't seen anything online / email. I got the refund on 18-Nov-2020.

I was in same condition main applicant and spouse got open BOWP and daughter got visitors record. All valid for one year.
You can apply any time before your visa get expires. Even if you apply now and you get PR before BOWP you will get fee refund.
My application took 89 days.
But as we all are near to final decisions you can wait.
Last point .... your visa only get approved if your EE file eligibility is passed or recommended passed... as in my file it’s recommended passed only
My eligibility is passed as per the calls I have made to the agent..
