Federal offices like IRCC are different than provincial offices, and at Federal level English and French are treated the same way. Personally, I can speak both English and French, I submit only my English test though just because it was the one I used when I submit my PR (at that time I was out of Quebec), and I wanted make the life easier for them.
If they want to prioritize people who prove to be able to speak French, I can understand the reasons and I can agree with that statement, but they would need to say it explicitly on their website requirements; then, I would be more than available to provide proofs of all document they need.
In any case, I know a few French speakers (from France, and not only) who applied for citizenship with their French tests, and non of them seemed to have been fast-tracked for speaking French, so I wouldn't be too concerned.
