For some reason some Ukrainian files have been routed to various different places for a while especially London, I dont' see any obvious reason for it.

But the most basic reason usually is that not all visa offices in Embassies and with visa application centres handle all file types.

They have so-called 'hub' offices that specialise in more file types/countries, or specific file types. In Europe it's mostly London, Warsaw, and Paris (possibly others too). London and Paris cover huge territories including much of middle east. Warsaw covers Russia and many/most countries to the east like central asia.

Kiev is clearly a small office, I don't think any files from other countries are sent there. Note other offices at embassies can still be involved, but activities may be limited to things like sticking visas in passports or other specific activities.
