Yes that is the case with people from countries that only need an eTA to travel to Canada. A Passport request doesn't happen. The electronic authorization is linked to the passport.

Yes you can ! You’ll get your paper permits once you show the approval letters to the immigration officer in Canada

5 hours later received Biometrics confirmation and full approval.

Applied from Israel, Visa processed in Edmonton.

What new document did you add after the first refusal?Did you change the bank statement?

Added money to my Bank account. Explained where the money came from.
