You can apply from there if you are a Canadian citizen. Need to show that you will come back to Canada
I'm a permanent resident, been living in canada for 10 years. My citizenship application is in process and I plan to come back to my job at the end of my vacation. Can I still apply while I'm away from Canada, perhaps using a representative?

No, as a PR you should apply from within Canada.

We both reside in the US right now and have our hearts set on relocating to Canada in April of 2021 or slightly after. Is there a best practice of making sure she can come with me at that time (April timeframe), such as a temporary visa to get her, etc? She won't have an employer to get a work visa from. I will have a solid job already lined up, however. Or should we locate to Canada BEFORE our April timeframe, and get her to apply for some sort of temp visa from within Canada, even?
You can either apply now ('outland') or when you are already in Canada ('inland'), which you could do by going to Canada tomorrow or later in future. Hard to say which may be faster. Inland - can get work permit while being processed, but work permit takes 4-6 months normally, who knows in covid times. If you apply now (outland) before you are in Canada, you will have to demonstrate your plans to return to Canada (job offer pretty good for those purposes).

Outland - no work permit while waiting for file to be finalized.

As US citizen, no visa required (visa waiver). Once in Canada, visit can be extended if file not complete after the six months usually allowed visitors.

Only wrinkle is that at border, can conceivably be refused if officer not convinced applicant will return, ie should not present as 'moving'. For US citizens, officers usually less strict on this point, but perhaps not a good idea to arrive at border with all worldly possessions. (Fine of course if you are moving and spouse 'helping you settle.')

Hello, I will be applying for Spouse Living in Canada Family Class, my husband is a citizen. I am confused on whether we have to pay a separate fee for an Open Work Permit. I tried accessing the application form applying for an open work permit and it just goes on an error page.

Hope someone could help me.
Yes, Open Work Permit is a separate fee. $255 total ($100 open permit holder fee and $155 work permit fee).

Applied in Jan 2017 and just received our passport request today! Thank you all for all your support through this process. Never give up! How long does it usually take to receive the passports back once submitted
Wow that is almost close to being 3 years, man did you guys have an interview? And it depends really, could take up to several weeks before you get your passport back.
Congrats though and I’m proud of you guys for everything that you been through.
I expect nothing more from IRCC.
