Something quite similar happened to me as well.
Back in March, I was sitting (since January) at 469, already with maximum points for English. At that time, I attempt TCF on March 9th. When you do TCF, you know your Reading/Listening scores right away (but you can't add them to your profile until you get the final report with the Speaking/Writing scores). So, on March 9th I knew I would be jumping from 469 to 475, due to my Listening/Reading scores. Then, on March 18th the whole CEC/PNP nightmare started. On March 19th, I received my TCF report. 1 damn day later.
After that, I lived day-after-day waiting for the next draw, and hoping for the PNP/CEC trend to stop. Unfortunately, on June I turned 31, and lost THE EXACT 6 points I earned from the TCF, and got back to 469. I couldn't believe this was happening to me.
Telling you all this because I know EXACTLY what you're going through. I experienced the exact same thing. Man, it's infuriating. Yet, as I always do here, I would highly recommend you to take a look at TCF, specially if you're native language has latim as its base (Portuguese, Spanish, Italian...). You would be surprised of how many points you can score in the Reading/Listening sections of the TCF with just 2-3 months of intense french studies.
Don't give up man. It's feasible! I did it, and even after all of that, I received my ITA sitting at 508 points (sure, it took me more than just 3 months; around 6-7 months, but I believe you only need a few 3-4 extra points, so 2-3 months is more than enough). Think about it. Don't give up.
