The criminality for most is usually done along with R10 early in the process. However, if your are an inland applicant and did not submit your RCMP PCC or if your biometrics is pending, then this status is normal.
The eligibility takes place in two stages. First an analyst or an assistant will review and make a recommendation. This can be recommended passed / Met / etc. This recommendation is then reviewed by an officer who makes a final determination. The terminology used such as met / recommended passed / passed an no relevance.
Instead see your assessment on page 2 of the GCMS notes and see the corresponding notes in the last 2-5 pages.
If your most recent note for eligibility looks like this, then your eligibility is conclusively passed by an officer.

Some samples of page#2 Assessment section are here , yours should indicate Passed as well and you can confirm that by looking for "OFFICER REVIEW" in the "Notes" section in the last few pages of your Gcms Notes.
