Do you think it is useful to order CBSA notes at this stage?
CBSA notes should only be requested if you are in enhanced security screening, i.e. after your eligibility was conclusively passed. by an office, an it has been 3-4 months since then.

In most cases security is usually cleared within 3-5 weeks.

@legalfalcon, @caipsnotes, I have noticed following in my GCMS notes

APPLICATION: 5

APPLICATION: 7

Old Value: Not Started
New Value: (it seems something has been redacted from here)
Office: London

There is S.15(1) on some pages. Please help me understand the above
The email accompanying the GCMS notes would have mentioned something like the message below; s15 is an exemption taken to withhold information from disclosure. All exemptions are listed in this grid https://help.gcmsnotes.com/code/exemption-grid

If your Eligibility Review is Passed by an officer then Security Screening will start in due course; do you see that in the Assessment section on page#2 and the "Notes" section as well?

The processing of your request is now complete. Please refer to the following for an explanation as to what was released:

Disposition of your records: Disclosed in part

Section(s) of the Act applied (if applicable): 15(1) The detection, prevention or suppression of subversive or hostile activities

The criminality for most is usually done along with R10 early in the process. However, if your are an inland applicant and did not submit your RCMP PCC or if your biometrics is pending, then this status is normal.

The eligibility takes place in two stages. First an analyst or an assistant will review and make a recommendation. This can be recommended passed / Met / etc. This recommendation is then reviewed by an officer who makes a final determination. The terminology used such as met / recommended passed / passed an no relevance.

Instead see your assessment on page 2 of the GCMS notes and see the corresponding notes in the last 2-5 pages.

If your most recent note for eligibility looks like this, then your eligibility is conclusively passed by an officer.

In my case, I found that there was a review required for POF but on page 2, the eligibility status was "Passed". Not sure if my application is recommended passed or review required

I don't think this is correct. Almost everyone I know from my country (Pakistan) who applied for PR got stuck in security screening for longer than 6 months.
I think nationality has more to do with SS than anything else.

Review the last few pages of your GCMS notes under the "Notes" section. These "Notes" are numbered and dated from the most recent to the oldest. If it looks the last sample here then it's not conclusively passed; it has to say OFFICER REVIEW.

It surely is a factor.

CBSA has released a redacted copy of their security screening manual which for reference is also available at https://cbsa-screening-manual.gcmsnotes.com/

See the details post in security screening at https://bit.ly/3mHY4f6

Nationality is one of the many factors. However, is not the sole factor and many applicants form Pakistan have seen their security screening conclude within a few weeks.

No federal agency can place any individual in security screening just because they come form a specific country, this is Constitutional Charter Violation, and discrimination based on the country of origin.

Some individuals from a specific country may have a high rate of landing in comprehensive security screening. A perusal of the comments at the following link will show you many applicants, and the recurring patterns:

https://search.open.canada.ca/en/sd/id/fe08f4b3-4226-4cf4-a32e-3734b78f5c73

Iranian nationals have also complained about the delays in their applications, and their petition presented before the Parliament is available at https://www.ourcommons.ca/Content/Committee/421/CIMM/Brief/BR10271411/br-external/IranianCanadianCongress-Summary-9959346-e.pdf

See the post above on this page with the examples of the notes that you will see when your eligibility is conclusively passed by an officer.

@legalfacon @caipsnotes thanks for the reply. Yes s15(1) part is exactly the way you have mentioned.

Please help me understand whether the eligibility is conclusively passed or not. Following is the notes portion:

There is no info of this type on page#2. my impression is that it has been hidden. at some place it seems somewhere in the middle of the notes i.e. pg 72 of 127, it says:

Some samples of page#2 Assessment section are here , yours should indicate Passed as well and you can confirm that by looking for "OFFICER REVIEW" in the "Notes" section in the last few pages of your Gcms Notes. Anything hidden (redacted) would have been explained by the exemption code IRCC invoked.

On page 2 you have assessments, this is the summary of your stages. You may see eligibility as:

However, you will have to see the officer's notes to know if this is a recommendation or conclusively passed.

Compare your notes with the samples posted in my post above at #2,521

If you see "officer's review," then your eligibility is conclusively passed. If it is a note by a case processing agent or analyst, then it is a recommendation.

Also see https://bit.ly/2EuIK4m for a detailed explanation of when eligibility is passed with samples at the end of the post.

Hope this answers and clarifies your doubts.
