This is actually planned by the authorities , unless there is a vaccine there would be no new PRs allowed until March- June 2021 in my opinion, just look at the pace of new PPRs ,it is slowing down and decreasing dramatically, also fun fact ( but not so fun for us ) they are giving work permits for temporary visitors while they have thousands and thousands of people who invested time and money to immigrate and work in Canada , instead they are keeping them out and filling the shortage by giving work permits to temporary visitors , where's the logic here ? The only logic here is that they are telling us no new PRs allowed IN before a long long time.
I would like not to be as critical as you and have an idea that IRCC may be waiting for the second wave of COVID in October. Maybe if it goes well and not as disastrous as in March/April, some steps in resuming the process will be taken.

According to another thread, IRCC will start to call inland candidates for biometrics based on AOR dates (chronological order). This is a really good news!

I saw a post says that "From today, if you call ircc number it says in greeting that service Canada officers will start calling PR applicants based on submission date for biometrics appointment." on 2020-09-11. Has anyone received such calls from them?

from what I've been reading, this announcement only started last week. There are still inland Feb AoRs who're yet to give bio, so I'm assuming they'll be called on first. I suggest checking the Feb 2020 AoR group for updates.

I called IRCC today and I was told calling applicants for scheduling was supposed to start from 11th as per notes which she can see in her system, but not sure if it actually started and also it seems it is handled by service Canada people

I am inland and AOR-April.
I have done biometrics in 2017 and as shown in my account it is valid until 2027. But I have received BIL to do it. Should I do it or it is a mistake and I need to tell them?

Hello, yes you should do it. Fresh biometrics is required for PR application.
