What a mess again

Option 1: send to Warsaw
Pros:
-It's what the letter specifies to do
Cons:
-Expensive but whatever
-DHL staff literally doesn't know how to do a return waybill without selecting a pickup date and naming the sender.

Option 2: send to Moscow
Pros:
-Cheap
-Not international
Cons:
-What is Appendix B
-General lack of clarity on procedure. How do I pay the fees?

As it stands, neither solution is possible for us unless the DHL staff can get their shit together or we can contact vfs for clarification. So we're stuck. I hope vfs will be picking up the phone on Monday but I doubt it. IDK what to do.

Call the VAC in Moscow. There’s a person who answers the phone.

I contacted the VFS chat service and here's what I gathered.

1: Disregard appendix b unless the request letter specifically asks for it (according to the guy).
2: You need TWO forms: the VAC consent form and the VFS consent form that I've uploaded here. Only one of them is available on the English version of the site and I believe it's mislabeled so here they are: https://drive.google.com/drive/folders/1Dj_Dc0pfEHV19cd0TKGWmshjj3XBJvYQ?usp=sharing
3: For payment, consult the services list. From my understanding, we have to pay a 990 RUB Package transmission fee and a 984 RUB One-Way Courier Service fee. Pay that by bank transfer to the bank account listed on the vfs website (https://visa.vfsglobal.com/rus/en/can/buy-services), print out the receipt and include it in the package.

Docs list in my case (as far as I can tell)
-Passport
-PPR letter
-VAC consent form
-VFS consent form
-Bank transfer receipt for 1974 RUB

I might also include a note explaining that you want the passport returned to X address? IDK.
Trying to find out if I'm missing something.

Have the DHL rep contact the Naberezhnye Chelny location, they will know how to proceed as they did ours. We had the same problem and they contacted St. Petersburgh for instructions.

The way my wife explained, the guy was literally hostile at the idea that he might not know everything. That being said, she called the help line, maybe the staff at the DHL location in Novosibirsk would know more... Starting to lean toward sending to Moscow again if we can work out the details anyway. It absolutely sucks that sending sensitive documents is not taken more seriously. This is something which needs to be streamlined.

For what it's worth, my contact said that the key part of the Appendix B is the height and eye colour of each applicant. If you look at the picture of the Appendix B I linked to yesterday, the table is just repeat of the applicant's info - all of which is in the passport for each person, except height and eye colour. Apparently this info goes in the counterfoil (visa).

I don't know what to suggest - personal opinion is it won't hurt to include the height/eye colour info when you include or send your package.

I usually don't freak out at this type of stuff but the really poor and contradictory info is making me paranoid. I just noticed that the PPR letter doesn't even mention the dependents. (I mean, they have the names of the dependents, but you'd think they'd list the people who have been approved)

All of this ambiguity is driving me completely insane tbh. If I don't have this form, the website doesn't give me this form, it's completely unreasonable to ask me for it. So it doesn't make sense.

I agree, this lack of organisation is embarrassing. It also makes me worried they'll take more than just a few days to turn around.

Look, it's up to you; I'd include the height and eye colour information just in case. It's possible they'll just call later and ask for the same info. Or not. Who knows anymore?

I've got passport request for my parents today (parents sponsorship 2019 program)

They are located in Russia and their case is being processed by Warsaw visa office and the passport request pdf has a following clause:
"Please check if the VFS office of your choice is providing services. Beginning Monday, 2020/09/14, only VFS offices in Moscow and Vladivostok will re-open for business."

I hate to be a downer and raise potential problems - but please check carefully with the Embassy whether they will be allowed to travel and enter Canada (and if so, how, i.e. whether they need special authorization).

I hope I'm wrong about this caution - it all hangs on the definition of immediate family. The current language reads "parent or step-parent" but I was under impression (possibly from a previous version of the travel restrictions) this was only for parents of dependent children. (And since you sponsored them, you're not a dependent child).

At any rate, best to double check and be certain. It's possible I'm overthinking.

Yes, I think you're right. I think the source of my confusion is that the travel restrictions specify that grand-parents are not immediate family members.

I was hoping to receive Pre-Arrivals today but it didn’t happen. Should I be concerned that there’s something wrong with my application? I thought it’s just a matter of a few days. Seems like they answer emails right after sending them so there’s definitely someone that is not busy with work on applications.

I wouldn't worry. Don't know how they're organised but seems to me more likely that the people answering emails and approving files have different duties/authorities.
