I've applied since Feb 2020 (Non-SDS) . I'm currently inside Canada as a visitor. I'm a Philippine national but my country of residence is Libya. I applied online (Ankara office) but my file ended up getting processed at Tunis office.

And now, I have to travel to Ankara to get my passport stamped.
I don't think so. You can request a different visa office for passport stamping. If you are already in Canada, send a Web form inquiry and request them to change it to Canada. It doesn't make sense to fly out of Canada to come back in Canada. Actually just call IRCC tomorrow and talk to them about this situation.

how I wish I can do that because it's very stressful to risk traveling however I think it isn't allowed to do so from inside Canada as I am only a visitor. I have to exit first

Talk to them. There is definitely going to be a better way that what you are planning. I know due to Covid-19, flag polling isn't allowed, but it doesn't hurt to ask.

Try like 10k times. One of the time you'll get thru to the agent and talk. First try to exhaust the option from with-in Canada, if enough agents provide you the option to fly out and stamp, then do that. I'd even suggest to write a webform inquiry meanwhile.

Thanks again. I'll do that. I'm actually considering sending my passport thru courier since you mentioned there's no certainty how long they'll keep my passport. I don't know if that's possible though

No. Do not send thru courier. Try to talk to IRCC first via call or webform inquiry.

so what does it actually mean if one got an AIP? does it mean that the eligibility already reviewed and passed?
I think once you pass stage 1 it means you have passed the preliminary eligibility assessment. But there is no guarantee that the study permit will be approved finally.

What are include in preliminary eligibility?

Stage 1: We check your eligibility
In this stage, an officer reviews your application for
  • a letter of acceptance from a designated learning institution
  • a Certificat d'acceptation du Québec (if you’ll be studying in Quebec)
  • proof that you have enough money for
    • tuition fees
    • living expenses for yourself and any family members who come with you to Canada and
    • return transportation for yourself and any family members who come with you to Canada
  • any family ties you may have to Canada
  • evidence that you’ll leave Canada when you no longer have legal status

I also received a PPR without having AIP. Strangely, my passport was returned without a stamp :( Now they told me my application is in stage 2
oh noooo. what could they mean by that? do u think there's a possibility it can still be refused.which vfs office did u submit your passport to ?
