Yesterday the Embassy of Canada in China held a Web seminar for international students, the immigrant expert in the seminar said IRCC is processing the application of stage 1 now, IRCC does not start process stage 2 yet.

Does it mean they will issue final approval eventually?In case anyone finds this helpful, this is an update I received, from a connection I had that was able to talk to someone at the IRCC -
"IRCC acknowledges that they have reviewed xxxx's file and it looks good, but they are not prepared to issue final approvals at this point, due to COVID. His file will be revisited around Sep 10".
Applied on June 19th, received AIP on Aug 13th and the above insight was provided on Aug 26th. US citizen.

Each country will have its on own process, but I am assuming they will deliberately delay stage-2 decisions to slow the in flow of the students in to Canada if they approve and stamp visas. Well Lucky you! But receiving a PPR v/s when it gets stamped + returned back are different. Like it may be a month or so before you get back the passport.If that's the case, how come I received a PPR ? I'm literally confused.

Ah, the other reason is, you are a very old applicant. Your decisions were already made way way back. That's why you received PPR. You aren't part of the dreaded new 2-stage process. Again, Lucky you ;-)If that's the case, how come I received a PPR ? I'm literally confused.
