Yesterday the Embassy of Canada in China held a Web seminar for international students, the immigrant expert in the seminar said IRCC is processing the application of stage 1 now, IRCC does not start process stage 2 yet.
 
personally i do not expect final decision of approval coming out before 15th sep, because they are putting full effort on so-called aip before that date anyway.

In case anyone finds this helpful, this is an update I received, from a connection I had that was able to talk to someone at the IRCC -

"IRCC acknowledges that they have reviewed xxxx's file and it looks good, but they are not prepared to issue final approvals at this point, due to COVID. His file will be revisited around Sep 10".

Applied on June 19th, received AIP on Aug 13th and the above insight was provided on Aug 26th. US citizen.

Does it mean they will issue final approval eventually?
 
"Eventually" - yes. But their reason for not issuing now is Covid and that isn't going away any time soon, unfortunately.
So stage 2 has not started yet. It seems like it will be started next week tho

Each country will have its on own process, but I am assuming they will deliberately delay stage-2 decisions to slow the in flow of the students in to Canada if they approve and stamp visas. They will eventually clear and stamp passports before the end of the year, but Sept 10 is still early, I am assuming it'll be changed to end Sept.
 
I will not be surprised if they even ask for proof of enrolment and Winter-2021 delivery method before issuing TRV, in order to prioritize applications that do need to be in Canada for in-person classes instead of students just flying to Canada to be there..

If that's the case, how come I received a PPR ? I'm literally confused.
Ah, the other reason is, you are a very old applicant. Your decisions were already made way way back. That's why you received PPR. You aren't part of the dreaded new 2-stage process. Again, Lucky you ;-)

I don't know, but congrats!! What country did you apply from? Being American, I won't have to go through the whole passport stamping process.

I've applied since Feb 2020 (Non-SDS) . I'm currently inside Canada as a visitor. I'm a Philippine national but my country of residence is Libya. I applied online (Ankara office) but my file ended up getting processed at Tunis office.

And now, I have to travel to Ankara to get my passport stamped.
