Try like 10k times. One of the time you'll get thru to the agent and talk. First try to exhaust the option from with-in Canada, if enough agents provide you the option to fly out and stamp, then do that. I think once you pass stage 1 it means you have passed the preliminary eligibility assessment. But there is no guarantee that the study permit will be approved finally.so what does it actually mean if one got an AIP? does it mean that the eligibility already reviewed and passed?

I also received a PPR without having AIP. Strangely, my passport was returned without a stamp Now they told me my application is in stage 2Well Lucky you! But receiving a PPR v/s when it gets stamped + returned back are different. Like it may be a month or so before you get back the passport.
