I got rejected after AIP, on eligbility reasons.

Different processing offices, different format. But I think now that IRCC had time to sort out processing issues and the format, they have updated letters from Approval in Principle to "Moved on to the next stage" which still gives them to option to refuse an application. Because AIP means that they can't refuse you on the grounds of eligibility. Applications are distributed across different offices meant, a person sitting in Edmonton can't actually verify the eligibility AND admissibility of a student living Pakistan or India. Similarly few applications were routed to Ho Chi Minh or Beijing, they cant make a decision for other countries students based on the documents provided, since they haven't dealt them in the past. That may have been the reason that IRCC has updated processing and letter to just send out "Moved on to next stage" and let the actual Visa office dealing the country finalize the application. A lot of VACs are now operational around the world so they have the option to assign the applications back to the Visa Office for processing.

Seems like, CPC Edmonton/Ottawa are just checking basic eligibility, for example, all documents are uploaded and available, nothing is expired or out of line, student met SDS or Non-SDS category requirement etc.. proposed study plan in-line with past study and or experience etc.. Based on this, they may just add internal notes for the actual Visa officers to look at when reassigned to them.

All of these thoughts are my personal understanding of the process, there's a complete 100% chance that I may be wrong about these. Do not take my words as the words of IRCC. It's just my experience and understanding on the visa process after dealing it for different applications for number of years now.

I've already ordered for my family member. The problem is, I last time ordered on 19th Aug and received GCMS file an hour before AIP email. They were generated on Aug 25th though. Only Criminality has Passed in that.

Yeah, I got my notes on August 19th. I am gonna order them again.

Hi there, for your information, my SDS application from Vietnam is now in Edmonton not in Ho Chi Minh, I know this since I sent email to the embassy in HCM they said they could not do anything because Edmonton is processing my application.

All SDS applications are handled at CPC Edmonton first, after that, they are most likely transferred to local visa offices for further processing and visa stamps etc.

Exactly. What a mess this is. Lack of coordination between Edmonton and other Visa Offices while Abu Dhabi is probably just refusing applications in loop.. Really sad day for applicants. Some forum member messaged me their refusals in PM as they are too depressed to share the news. All from Pakistan. This is definitely generating a pattern. Few refusals + approvals would have given some hope, but this is a nightmare for students who had all sorts of plans after receiving AIP.

Based on the information here, document that everyone has received is in fact -- stage 1 clearance. I wouldn't say Approval in Principle, but these applications had cleared Stage 1.

Two-stage assessment process for initial study permit applications

As a facilitation measure to support the fall 2020 intake of international students, the department is implementing a temporary 2-stage assessment process in which applicants will receive a notification from IRCC once they have passed the preliminary eligibility assessment (stage 1 of the 2-stage process) and before they give their biometrics.

Applicants who have submitted their biometrics but have not completed their immigration medical examination or provided a police certificate will also benefit from this process.

The 2-stage assessment process for study permit applications only applies to initial study permit applications and does not apply to in-Canada study permit extension applications.

This temporary 2-stage assessment process for study permit applications intends to provide a certain degree of reassurance to international students who cannot provide all of the required documents or information needed to finalize the assessment of their study permit application.

There is no guarantee that the study permit application will be approved. For example, applicants who pass the preliminary eligibility assessment may still be refused based on eligibility reasons once biometrics are collected. Once services begin to resume, applicants who are able to submit missing information or documents previously requested of them will begin to do so, at which time the application will move into the second stage of processing and officers will process the application to finalization.

2. You have been accepted by DLI in Canada
3. You have sufficient funds
4. You will leave Canada by the end of your authorized stay

Stage 2: Admissibility

1. Security
2. Biometric
3. Medical Exam
4. Ciminality
5. Authentic Docs
6. Answered questions trurthully

They just sent AIP for any one who cleared stage-1 regardless of the complete application. They may have figured out that separating applications on the basis of complete or incomplete will create admin overhead and applications may miss Sept 15 mark that they are targeting for Fall applications, they instead issues Stage-1 clearance. In theory, complete applications should receive approval or PPR earlier than the ones that are missing either Bio or medical or other documents after Stage-1, but this just theory.. For example, few applicants that got refusal today after Stage-1 one should have received PPR if application was complete + stage-1 cleared and nothing out of the ordinary turned up after biometric verification. I HIGHLY doubt that everyone had a bad background and/or failed criminality check and/or used fraud documents. That would be a record I must say.

Yeah this is correct. I think 90% visa offices around the world are using this method except Abu Dhabi and may be some African embassies.?

For them, the process is like:

These are just made up points by someone !Just look at the refusal letters above. One of the reasons they got for refusals was that the officer is not satisfied the student will leave Canada at the end of his stay, which according to this should have been cleared out just at the stage 1.

Actually these points perfectly sums up the process. This 2-stage process is around for PR application long enough to know what the process is. This a fancy name of AORs that used to happen before 5 6 years.. They used to send AORs (stage-1 approval) and than admissibility and authenticity of all other documents, they just renamed it to two stage process. It is not something that they brewed up recently for this covid19 processing. This is in fact should have been the process for the Study Permit as well and I am sure that many embassies around the world WILL follow exactly the same. When the eligibility is approved, there's no reason to refuse on the basis of that the student is not going to leave the country. That was already dealt in Stage-1.
