I'm looking at SFU.You are absolutely thinking towards the right direction. There are so many ways to become a PR while studying in Canada. With so much uncertainty around, this might just be a good move. Go get the masters if you can afford it .
which institution are you looking at?
I am also looking into this, depends on the program. PGD's are very expensive and most of them are more expensive than Master's programs which is insane. A big problem is master's requirements are very strict and PGD's have almost no requirements, just need a 6.5 in academic IELTS. One year program is a waste of time because you get only one year PGWP and there is no guarantee that you will find a job as soon as you graduate and work continuously for one year to qualify under CEC. One year Canadian experience is worth 40 points and a PGD (1 or 2 years) is worth 15 points.Anyone has an idea how much does it cost to have 1 year diploma in Canada? Also, tentative expense other than fees?
Scholarships are more available to research based graduate program but you might take a look at University of Manitoba.I'm looking at SFU.
