You are absolutely thinking towards the right direction. There are so many ways to become a PR while studying in Canada. With so much uncertainty around, this might just be a good move. Go get the masters if you can afford it .

which institution are you looking at?
I'm looking at SFU.

The biometrics phase of immigration is a big hindrance for FSW. If they cannot get them done in near future (because of pandemic and SOPs still not operational). And the pandemic situation is different in different countries. Either they can go country-specific or halt the overall process for a while. Just my random thoughts

Anyone has an idea how much does it cost to have 1 year diploma in Canada? Also, tentative expense other than fees?
I am also looking into this, depends on the program. PGD's are very expensive and most of them are more expensive than Master's programs which is insane. A big problem is master's requirements are very strict and PGD's have almost no requirements, just need a 6.5 in academic IELTS. One year program is a waste of time because you get only one year PGWP and there is no guarantee that you will find a job as soon as you graduate and work continuously for one year to qualify under CEC. One year Canadian experience is worth 40 points and a PGD (1 or 2 years) is worth 15 points.

I am no expert, always positive to share something good related to when FSW draws. But now my positivity is draining and feels like there will be no draw this year. I am standing at 470, ielts will expire on Aug 08, 2020. How I will manage to arrange the docs if draws resume in july of july end or in August. I am so broken.

An additional one year work experience in Canada and a Canadian one year diploma will keep your score no lesser than 500 . Go play with the CRS calculator and see for yourself.
