What's ur status now?? After how many months u got the BOWP rejection?? I am also waiting for my BOWP which I applied on July 29 2019. AOR SEP 2018, MEDICAL PASSED JUNE 2019, still waiting... No updates!!!!! How about u??
Someone knows exactly what's is "Approved in Principle" for this case (application for resident permanent through PNC, paper based and it's not express-entry)? I'm not still 100% sure.
There's an operational bulletin that actually gives a better definition of the requirements in the section 'Paper APR Determining if a positive eligibility decision has been made' (

My understanding from is that we should have the"Eligibility" field in the GCMS notes as "Passed" or "Met" on the GCMS notes. It also mentions the AOR letter, but reading the forum it seems that the AOR doesn't always reflect that the "Eligibility" is already "Passed" (a good indication is if you have received the PAL letter).
Maybe a good strategy is to order GCMS notes to make sure you have been approved on "Eligibility" before applying for BOWP, and also mention the GCMS notes and the operational bulletin manual in the Letter of Explanation (maybe even attach a link and part of it as support document) explaining how u meet the requirements for BOWP (It seems that the officers may get confused, and/or they just consult the 'application status tool' instead of the GCMS notes and it many times is not up to date [E.g. Wouldn't say you already passed "Eligibility", and the officer would think you were not approved in principle or "first stage approved" [I saw these terms over the forum]).
Look in this operations bulleting manual also has a section very good to explain how to determine if your nomination has no employment restrictions (one of the requirements for BOWP).
