Need your help for bio fee request

I'm principal applicant living UAE since they send me biometric fee request in 26/Feb through my email, I paid to my own account in same days and 27/Feb I upload bio fee receipt $85 CAD in the web form, but still am no received an email from them if they receive my bio fee receipt or not:( may I update again or call because, the instruction letter saying "In order for IRCC to process your request, you must complete/provide the following by 2020-03-27 (depending on the year/month/day format):"

In order for IRCC to process your request, you must complete/provide the following by 2020-03-27 - it`s standart text. IRCC give 30 days to all
unfortunately in the people’s signature I don`t often met this info, so coz i wrote in my signature, duplicate here:

proof 29.11.19
req 13.12.19
completed 20.12.19
I think on this week you take news (next step)

Post landing in Canada, after how much time can i sponsor my spouse? Should i sponsor him from Canada or from my home country? Does sponsoring location impacts faster processing of application? How long does it takes from beginning till end for processing?

Yes. But there are certain confusions. thats why i raised my queries... PLz answer if you can help..
If you have certain confusions, those who might be able to assist will too, since you haven't told anything about your case that may be important.

Have you already landed and you are resident in Canada? Compliant with your residency obligation? Under what class (family or other) did you enter or will you enter? Has your spouse been disclosed on your forms as unaccompanying or is this a pending marriage or already married (or other status of relationship)?

I am in the process of PR through Express entry, will land there in next few months. I got married in Jan'19. I have mentioned as spouse not accompanying in my entire procedure. Compliant with your residency obligation - Didnt get this one...

I believe once you are a PR (i.e. you have landed) you can sponsor right away - key here being that your spouse was declared as non-accompanying. But please check the forms and documents and read carefully, not an expert. I do not know whether it is possible to start the process now - but I warn that if it is, it may constitute a change in your existing app and take longer (I emphasize I do not know), so it may be preferable to start the process after arriving given that you plant to move soon.

Note that as a PR you will have to be resident in Canada and not leave for any extended periods (short visits generally okay). You could look into difference between inland/outland procedures but crucially depends on visa status of your spouse (i.e. if he/she does not have a visa, it may not be possible to get one).

Compliant with residency obligation - you will be compliant once you have landed. The question would be important if for example you landed four years ago and then left and did not return.

So since you are preparing to depart for Canada, you can start preparing documents in advance to be ready to apply.

Note, no comment or knowledge about whether there are other aspects of your case that might cause issues.
