You are saying "ghost update means the status improves to a more progressive state" which is absolutely correct.
Ottawa VO generally sends several GU's before ppr but historically NDVO only sends one or two gu's before ppr mail which makes ndvo's gu very important.
OK now I'm confused. So is my situation a ghost update or not? Because my background check has been sent
BACK to the previous status.

So is BG status 3 a ghost update or not?
PS - I haven't seen any changes in my overall application status. It shows as 'Submitted' itself (or maybe I failed to notice since I came to know about this concept of ghost update fairly recently)
