The letter had bar and QR style code which was scanned successfully and biometrics submitted successfully by USCIS. Online application does not show biometrics info. Same with me (even EE). Generally, BGC is initiated right after AOR is received. If not, at some point it will. There are some technical terms like NA or IP1/IP2 people use to determine BGC progress during the PR process. "I got my biometrics fee refunded back too. This is completely normal. Inland applications received before Dec 3/2019 do not have to get their biometrics done as far as I know."
