birth certificate is Mandatory correct ? did any of you submit the PR packet to IRCC without birth cert? what should we do if we dont have birth cert? please advise.

Yes, I got an email. It says: "This confirms that your application for permanent residence in Canada has been received by Immigration, Refugees and Citizenship Canada (IRCC) on 2019/11/19"
And then, they ask to link the application to my online account.

Not sure but I suggest to try hard to get one. There are multiple ways to get it, if born before 1991 from India, especially if you have a passport. Explore what DoB certificate did you give while applying for passport?

Always always have a good Letter of Explanation(LoE) if Date of Birth(DoB) is not provided by government agency.
