I sent PCC proactively; and it moved my application. I sent it through webform. See my signature for details...

PCC is not given in hand; I am assuming you went through passport kendra? You will get within 7days. You will have to go back to the passport kendra to collect pcc in person. My earlier posts (around august 2019) have very detailed reports on PCC process and submitting proactively.

I think we are in the same boat, I am waiting for update from CPC-M. All the required information was submitted(Nov 16 & Dec 9), but MyCIC shows, "We did not receive the results of your required medical exam. To avoid delays, please provide us with the information requested as soon as possible." I have submitted webform to confirm that the documents were already submitted. I am assuming this message is a generic note.
I am patiently waiting for update from IRCC.

Appl. rvd in Ottawa date (as per ECAS) - May 14th 2019
Rvd SA letter - Aug 27th 2019
IME Request - Aug 27th 2019
IME Pass Date - Sep 16th 2019
PCC, Resume etc request - Sep 27th 2019
PA DM Date - Dec 19th 2019
PPR - Jan 08th 2020
Pass port mail out Date - Jan 08th 2020

(No Biometrics Request, but, I pay the fee at the very beginning)

The current PPR example in the tracker seems like it is just a part of the letter.

Looks like they made a new format and bundle it as a Pre-Arrival letter. Previously they were issuing like below:
