I think the members who were giving you flak were probably not aware that your brother was a part of the PR application and APPROVED as a dependent...

It can't get any clearer than this (refer the bold part above). Just this document and statement should ensure that no-one stops your brother from boarding the flight in India / landing and becoming PRs...

In the giant scheme of things, this is not a factor of money (though I fully understand it may be for few people) or the fact that your brother may have to return to India. These logistics can be dealt with... The real risk here from a long term immigration / visa / entry-exit future visas...

That's my bigger worry, the VBM aspect...

So, you mean the plan is: Brother will try to board in India - he may be allowed or not (you don't know yet) Say if he manages to board (somehow), you are not sure if he will be allowed to clear immigration by the immigration official (what happens then?, return flight from Canada? same day...

Guess what, PR cards delivered today! Last two days (post Quarantine) were also very productive - SIN / OHIP / Photo IDs / Phone Plans / Banking + Credit Cards etc. all done / applied for. They also booked a condo!
