That's the same thing - getting accepted into the Start Up visa program then allows you to get a Work Permit under the ICT program to come to set up the company.

It tells you specifically how to fill out the Work Permit form so that you can do an ICT.
I spoke with a lawyer. There are two different programs:
1. Start-up visa program - you go to designated accelerator organizations or secure funding from Angel investor / venture capital funds, in order to be able to apply for start-up visa.
2. ICT transfer:
A) say, you have a company in Poland, it's been functioning for more than a year, you have a number of paid staff, etc. Now, you as an owner and CEO, want to move to Canada to start-up your company.
or
B) You are working for a company which already has office in Canada, and you are being transferred to Canada office.
My case is 2A. Important footnote: A company must be incorporated in Canada, before one can apply for ICT transfer visa. It is possible without coming to Canada, one caveat in Ontario - the director has to be Canadian citizen or PR. After this, it is easy to show a link between your company in Poland (or anywhere else) and in Canada, if you have at least 50% shares in each.
