And for quite a few folks (including me), it went directly from "Application received" to "Decision Made" with no "in process" between.

My ECAS now shows as Decision Made, But when I click on it for details, it does not show any new line.

Also checked my account, when I first login in Current status it shows profile updated, But when go to check the "Check full application status". There is no update.

Is this normal?

URGENT:
For obtaining PCC from India, do we have to appear there in person with original documents or can we do it online ? My mom is currently in USA and we need to submit her PCC to IRCC within 30 days, kindly share your expereinces or suggestions please........

We contacted Indian counsalte in SFO (California), USA but they won't issue PCC for visitor's.

Yes you have to be physically present. You cannot assign a representative and the Police officer has to come home for verification in most cases.

Given his parent is in US, my understanding is he will have to go BLS center in Canada in person. It will take around a week or so based on experiences quoted earlier.

Correct. I was advising on if it was being done from India. I do agree the fastest way would be to apply from Canada BLS. not sure abt in person / representative for BLS Canada. I believe it can be done by post. Irrespective, they need original Passport which will be with his/her parent in US right now. The parent has to be in Canada physically.

My parents application was received by CIC On 26th June 2019. I haven't heard anything from CIC yet. Any idea by when I will receive any update on my application from CIC?
