Can we show world income for one of the years?
You can show world income as long as you have a CRA tax return for that year. All three years need to be supported by CRA tax returns.

I got PPR in 2019 but moved to Canada in early 2021. I filed tax returns only since 2021. My Indian income in each of 2019 and 2020 was well above the requirement for PGP. If CRA opens a new submit interest form in late 2023, can I use my 2020 Indian income to prove eligibility?

I don't understand what you mean by that. No, a blank return won't help at all. Your worldwide income needs to be in your CRA tax return in order for it to count. Were you a resident of Canada that year?

You needed to be a Canadian resident so no only your income once you moved will count.

Ok how about the income of 2023? My 2 month income is more than the annual requirement. As the application is typically made in Nov/Dec, can I show NOA of 2021 and 2022, and pay stubs for 2023 in order to show that I have the requisite income to support my parents? Why do I need to necessarily give 2020 NOA when my most recent income of 2023 is adequate enough (albeit without T4 or NOA)?

You'll need to provide NOAs for 2022, 2021 and 2020. That's how the rules work to qualify.

Ok can I instead consider moving to Quebec? I hears we need to show income for only one year for the PGP program....but I am not sure how soon will be I be qualified to submit my application (assuming I get through initial lottery at federal level) as a Quebec resident? If I do taxes in Quebec this year in 2023, will it be okay? But my 2022 tax return is from Ontario.

Also, if they open a new pool this year (2023), can I submit my interest even though I don't have three years of eligible income?

I am hoping I won't get through this year but if they don't create a new pool next year (2024) and instead rely on the pool opened in the current year (2023), I'll have adequate income proof for 2021, 2022 and 2023.
1. Will this work? Won't they complain that I didn't have eligible income back on 2023 when I submitted interest to sponsor?

If I do get picked, I can decline the invitation. If I do so,
2. Will I be put back in the pool for next year?
3. Will I be allowed to re-enter the pool again when a new one is opened...2026, 2027 or beyond?
