Not able to meet residency reqs

We got out Canadian PR in July 2016 but due to some personal reasons have not been able to relocate to Canada. Now there is not enough time left to maintain the PR. We'd like to know what our options are:

1. Voluntarily renounce the PR. When should this be done? If this is the option we go with, do we apply for a Canadian visitor visa to travel to Canada in the future?
2. Do nothing and wait until the PR expiry in Aug 2021?
3. If we travel to Canada for a couple of days, will we be stopped at the border and not allowed to enter since we haven't and will not be able to meet the residency requirements?

1)sure you could renounce your PR status at any time and then if you wanted to come to Canada in the future apply for visitor visas

2)Only PR cards expire PR status never expires.

So you could wait until Aug 2021 or later and until then if you wanted to visit Canada try to enter using your still valid PR card. If you get reported and the process to revoke is started that seems to be your end result anyway.


3)As PRs you would be entitled to enter regardless of meeting the RO or not except you could be reported leading to your status being revoked at some point. Or you could just be waved in no way to predict.

Usual recommedation here is to avoid renouncing PR status until absolutely necessary but not always easy given if you have failed the RO there is no way to predict if you manage to return without being reported.

If you did manage it and want to keep your status then you would need to stay put for a couple of years , but if you wanted to retain your status but did not manage to enter without being reported then of course you would have by this time closed off your home country commitments, not an easy decsion.

I'm pretty sure we will be stopped again. In that case, what should our reply be to the authorities? Tell them that we will not be able to meet requirements and will be renouncing?

Ah you didnt share that information given for sure it is possible you will be in the system and flagged for next time you enter.

With CBSA you should of course always answer any questions honestly but not volunteer extra information. If they question you on the RO then of course you could say that is your plan to renounce, whether they take your word impossible to say and they may just initiate the process themselves to revoke. They should inform you of their decision at the time but as PRs you will still be able to enter the country.

Advice still stands though to not renounce until absolutely necessary regardless of what your status is or long term plans. If for nothing esle having a valid PR card is much easier to travel to Canada then getting a TRV as a plain visitor.
