IRCC CBSA CSIC already know about the immigration frauds going on and the extent of it. They don’t have any alternative to this problem. Just like drug is supplied to every corner of the world despite of borders, police etc etc. So unless it is the matter of national security IRCC don’t care to out of country jealous people like you.

Fraud is fraud in express entry or any other immigration program whether someone is a Canadian or not

They do - but they receive a lot of tips and only have time to investigate so many. If all you have is a text, this may not be enough for them to investigate (texts can easily be faked). But none of us here can say for certain. There are people who submit fake fraud reports because they are jealous or for other reasons. So IRCC does not look into them all.

I agree with you..but It depends.differences in age.background.education.religion raises red flags with visa officers. So if one partner is in the above category the person seeking status may dump that person if they can find someone their own age.background.education.religion to do a fake marriage to eliminate red flags.
Sometimes after they have gotten status they reunite with the jilted person.
It says somewhere on the CIC site that its a clue that a marriage of convenience happened

my last words on this topic is that we are all just giving our opinions.if you think you have a good tip then send it in.
It depends on CIC investigator who looks at tip. One investigator may throw tip away. Another may investigate the tip..maybe person(s)you are complaining on already has a red flag beside their name and is already being investigated etc.etc.

Someone who doesnt have any relationship to the couple call and fax CBSA a text-message showing one of the couple admitting that he/she is doing fraud marriage.

Does that work or CIC will ignore ?

95% of the times, they will ignore it after doing a preliminary investigation. Why? Because, one, people are jealous and act out of jealousy and revenge, and second, it's not hard to generate fake text messages.
