Someone who doesnt have any relationship to the couple call and fax CBSA a text-message showing one of the couple admitting that he/she is doing fraud marriage. Does that work or CIC will ignore ?

Will CIC take my immigration fraud report seriously if I am not in Canada or I am not a PR or Canadian ? Can I call this number If I am outside Canada ?

As they said, fraud marriage is between a Canadian and a foreigner who is sponsored. But in this case both of them are not Canadian

I know a couple married together just to get PR in Express Entry. One of them paid the other to get PR along with the one who was paid. Is this considered as fraud marriage. Will CIC do anything for that if I report ?
