Unfortunately this isn't uncommon but isn't right. Consultants and businesses are taking advantage of people who want to immigrate. Usually they are from the same community and trust in the people who are exploiting them. I heard there is a whole group of Subway owners in BC who are charging people for jobs as assitant managers or managers. You should report this person.

If you are feeling tempted by deal like this you will also be punished if it is discovered that you paid for the job often to have false job experience to qualify for PR.

Is it .? So conclusion is this that he can not offer hefty amount according to the immigration rules
Yes it is illegal. He is counting on people being desperate enough to pay him without being reported and he is making a very good living exploiting people from his community who want to immigrate to Canada and so are the business owners. Unfortunately many of these jobs aren’t actually the true jobs. You could be told to work tons of hours, pay back part of your salary, do basic work although the business will say you work in NOC 0, A or B, etc. As a software engineer you likely have other options of immigrating or possibly getting a job but many do not. I hope Canada is actually cracking down but I fear they are not because everyone knows this is happening.

This is another form of human trafficking. People are desperate to come to Canada and are willing to pay large amounts of money to criminals to get them into Canada.

Does it work for some people? Yes, that's why it goes on. But it's as illegal as selling drugs - you can make lots of money selling drugs, but if you get caught, you're going directly to jail (besides all the other risks of that field). Most people eventually get caught.

Here's an example from the US - https://www.news18.com/news/india/indian-origin-woman-jailed-for-smuggling-hundreds-of-illegal-aliens-into-us-for-financial-gains-2238235.html

She made millions, but now she's in jail for three years. All the people she brought in will live the rest of their lives in fear of being deported.

You have to know that the risk is all yours. If you're caught, you will lose all your money and will be deported and banned for life. You may go to jail as well, depending on the circumstances.

Even if you make it here, you're basically a slave to the business owner, because they will threaten to report you to the police if you don't do what they say. There are all sorts of people out there who are willing to exploit fellow human beings.

And this is the reason immigration should also have a Canadian value test as most of the immigrants coming from third world country don't seem to care about the Canadian or American values.
I am not generalizing and know this statement is gonna upset some people but it needs to be understood that if you are given a chance to live in a developed nation, you should learn to embrace it and not exploit it.
Yeah, as if there are no Canadian-born criminals?

Canadian values aren't something intrinsic to being born here, you know. Values are values, you have them or you don't (and you can learn). It's not really to do with where you're born, or what color your skin is, or what language you speak.

What you're suggesting will never happen, and even if it did, what sense will it make? You think people who are willing to commit crimes will suddenly not lie on a test?

Nah, I don't agree with this.
