HiSpoke to an IRCC agent today. I was told that if a biometrics request is issue, an inland applicant will have to travel outside Canada for giving biometrics. It is what it is.

On visitor visa until 2028, work permit expired in Nov last year.

You have to make sure you have a valid work permit while working. Or else I dont think you can work without work permit. Visitor visa is different than work permit.
