No, when you apply for BOWP, your must currently hold a valid work permit.

You may check the IMM tracker, I think there's a few of them, and maybe there are some already approved and waiting for the landing interview (I guess now it is part of the reason why in-lands take longer ...sad..)

I see people getting PPR whose APR date was 11 and 22 January 2019 but I am still waiting with AOR 6 Jan!!

Hold tight my friend, I am 9 Nov AOR and still waiting for PPR. CIC is real slow since mid of last year. Everything is passed, just waiting on security which they haven't started yet and its been 3 months that security hasn't started.
