I don’t understand. Can you please rephrase?
He/ She wants to know if s/he can hand drop his/her passport because sending via post is not an option.

Then he/she mentioned something about something is expiring and I don’t get what.

In any case as far as I know dropping in person is not possible. May be someone inland May know better.

If it is Ottawa, I don't think so.

If it is to be submitted to a VO outside Canada, he/she could submit it personally to the local VFS office. My spouse personally submitted at Bangalore VFS and it was then sent to Delhi VO. No one can submit by hand directly at the VO.

For US, I think NY and LA are like VFS offices. Can submit at the VFS personally I think, but can't say for sure?

congratulations to all you that have got PPR. I am in the same phase but I have a question that you probably can answer. I noticed on my profile, under View Submitted Application there are some placeholders for the passports and photos. do you have the same? did you upload anything?
I have already sent the passport to my VO (and it has been delivered as per the post service)
thank you

Hmm, I don't see that now. I had submitted passport copies and digital photos at the time of submitting my application. I havent been asked to resubmit them digitally again.

I haven't been asked either. The request (pdf document) was saying to mail the passport and photos.
it is strange that although the passport is at the VO on the profile page is still showing "your action is required"

Most likely a technical glitch. Few others have reported similar thing. @tobs you raised a technical CSE for this. Did you get any response?

Yes Cansha it's a glitch.
I raised 2 CSE's both CSEs asked me to refer to the request letter I was sent which was a PPR not an ADR. So I decided even the agents were confused and didn't understand the glitch. I just ignored it after that.
Then I found a thread that someone made about having the same issue, even after his passport was returned and his application finalized/approved on the portal, the status days later was still "your action is required". So it's just a glitch and Everyone should just ignore it.

My timeline

Passport Sent 12 Jan (Sat)
Passport received at Ottawa 15 Jan
Application updated 18 Jan (I saw on 19th morning and an email notification came some hours later in afternoon)
Tracker activated 22 Jan
Passport received 23 Jan

The date on COPR is 16th Jan. So seems like COPR was approved just a day later but the one time visa was printed on passport on the 18th.
