No, each person has their own UCI.
You just need to answer yes and provide all information related to the rejection. Answering No would be misrepresentation.

Actually I answered NO to this question before ITA.
Now after ITA, same question is there for primary as well as dependent section.
I have answered YES in both primary and dependent sections Immigration history(with same UCI (old) in both sections and same File# mentioned)
And in statutory questions as well.
a) Should I decline ITA and again come back to pool to rectify the answer in next draw?
b) Should I answer YES everywhere in primary and dependent's immigration history and statutory questions and send them in LOE about the mistake done before ITA?
Which option should I go with?
